With a distinguished career spanning over 17 years, Dr. Naseem Mohammed Rafee is one of the foremost health and safety leaders in the region. Throughout her tenure at Dubai Municipality, she has managed vital portfolios in support of the strategic objectives of the Emirate, directly impacting the wellbeing of the citizens and residents of Dubai.
Currently Chief Executive Officer of the Environment, Health, and Safety Agency at Dubai Municipality, Dr Naseem previously held positions as Section Head of Consumer Product Safety, and Director of Health and Safety department. In her role of Director Dr Naseem led the Emergency, Crisis, and Disaster Management Team and the Coordination Committee for Health and Safety at Expo 2020. She is also a member of the National Product Safety Committee and the Higher Committee for general sale products registering in the country.
Academically accomplished, Dr Naseem serves as an Assistant Professor, teaching at several prestigious universities in the UAE. She holds a Ph.D. in Total Quality Management from Hamdan Bin Mohammed Smart University, a Ph.D. in Public and Occupational Health from the United Arab Emirates University and a Master's degree in Public Health Sciences from Hamdan Bin Mohammed Smart University.
Her other accomplishments include: winning the Hamdan Bin Mohammed Award for Smart Government for the "Montaji" project as the best government initiative for 2017; enabling Dubai Municipality to become the first municipality in the world to receive the ISO/PAS 45005:2020 for safe work procedures during the COVID-19 pandemic; being awarded several prestigious international awards such as Best Leader during the COVID-19 Pandemic and receiving the Emirates Women's Award in 2022 in the category of Leadership at the national level. She has numerous globally published specialized research papers and holds 21 intellectual property rights.
